Commissioner Danehy was absent. At the Friday briefing session, an emergency vote was taken because of a noon deadline for filing a motion with the Public Utilities Commission transfer of the water service. Closing is expected September 27 with a final approved purchase price of $3.75 million. The favorable interest rate offered by the USDA expires at the end of September. There will also be a $125,000 contract for two years with Carolina Water to operate the system, which will allow time for training, certification, licenses, etc. There was discussion about the water service fees, and it was decided to use the rate before the latest increase for the Town, but use the current rate for others (parts of Indian Beach and Atlantic Beach). It was agreed that the Town had a good case for dual rates because the residents have been paying for various legal expenses associated with buying the water service, whereas the other entities have not. Director of Inspections & Public Property Chris Jones gave his report at the afternoon session and mentioned that the Planning Board is working on a number of projects including minimum lot sizes, maximum impervious surfaces, stormwater problems and dock sizes. There was a vote on approval of names submitted for vacancies on the Planning Board, Community Appearance Committee and the Board of Adjustment. The new members on the Planning Board are Thomas Tempel and Clarkson Edwards for 2-year terms and William Strube has been re-elected Chairperson for another year. Another vacancy is under consideration. Re-appointed for 3-year terms on the Community Appearance Committee are Robert Curry, Lois Jean O’ Keefe, Kit Fredman and Harold Brown. Board of Adjustment members Ray Bogert and Bill Forman have been re-appointed for 3-year terms. Alternate members are Arlene Terrell and Yvette Bannen for 3-year terms and JoAnne Shallcross was appointed to fill an unexpired term. A new ambulance will be purchased because one of the current ones is too small. After a lot of consideration by the search committee, a decision was made to purchase a 2005 Wheeled Coach. Half of the money for this purchase was in last year’s budget and the other half was included in this year’s budget. One of the local Rescue Squads offered to buy the 1993 ambulance for $1,(X)0 more than what was offered as a trade-in. The Mayor was pleased to announce that the purchase of the water company is nearly complete. While we are still waiting for Federal Budget to cover the 933 project there is word that the Corps of Engineers may assume a more prominent role in Federal budget negotiations because of Katrina and the years of underfunding of COE projects. Under New Business and Announcements, a County-wide meeting for hurricane preparations was held Monday morning (Sept 12’’') at the Public Safety Building. The Mayor thanked all the people who worked long hours during the storm. , The annual large-item pickup will be held on Thursday, October 20“'. The NCDNR Division of Coastal Management awarded Linda Brickhouse a certificate of appreciation for 5 years of service as a local permit officer. During the Citizens Comments, questions were raised about the curfew (not enough information was available especially after the power went out) and there was also discussion about the Block Captains who had been utilized in the past to disseminate information to the residents before the storm. Police Chief Culpepper wanted to clarify the misconception that the high-rise bridge closed when the wind speed got to a certain level. He said that anybody is free to leave whenever they want.
